Law enforcement and fiscal systems must protect citizens of their rights and freedoms in accordance with the Constitution of Ukraine.
During all 30 years of Independence, the state has been making changes and "reforms" in the law enforcement and fiscal systems. These clumsy efforts to carry out "reforms" ultimately leave only the next expense of budget funds and the creation of additional control bodies.
Ukrainians do not see changes and results, they only hear what new modern and necessary institutions are being created in the country. As a result, the Constitution and norms of the Laws of Ukraine are not in force. Law enforcement and fiscal systems are not able to reform themselves and do not even want to, because corruption has completely absorbed it.
The first part of Article 68 of the Fundamental Law of Ukraine stipulates that everyone is obliged to adhere strictly to the Constitution of Ukraine and the laws of Ukraine, but law enforcement officers and fiscals do not even remember it at all.
