Construction and problem stopped nearly a year of fight and the protest actions which led to considerable a public response of rather illegal construction in the territory of the Kiev national university of Taras Shevchenko only remains.
The first action of construction in a green zone which belongs to the Kiev national university of Shevchenko (further - the university) to the address Melnikov St., 36/1 took place 21.11.2017. The action purpose - to establish legality of construction, there was no information stand, any responsible persons, and our activists could not find any allowing documents in open registers (GASK). During this action it was written applications to the police. Later on the facts specified in statements by police of Shevchenkovsky district criminal case under the Article 356 was brought by UK of Ukraine.
Investigation still has no results.
After repeated unsuccessful attempts to receive the answer on construction from officials of the university, the protest action took place during which radical, and activists are unknown to us dismantled a fence and lit buses on building. Then, within several days activists of GO "Tverdynia" distributed information leaflets with the purpose to convey to officials of the university information on construction in their territory.
There was a considerable public response, however the management of the university continued to ignore a problem.
29.11.2017 near the central building of the university (Vladimirskaya St., 60) a number of public organizations carried out an action during which "constructed" the improvised cafe. To us there was a Vice rector Bugrov provided the copy of the letter (is applied) on withdrawal of letters on signing of the contract of rent between RO FGIU till. To Kiev and potential tenant.
01.12.2017 in DABK of Kiev the action with the requirement to stop illegal construction in the territory of the university was carried out.
111.12.2017 Dismantled the design constructed on a concrete coating the builder. However there was a fence which is put up without allowing documents and concrete coating.
19.01.2018 from DABK of Kiev was received the answer about providing the instruction about a stop of construction and attraction to the administrator of responsibility of LLC Kyivfud-service. At the same time the inspector of DABK did not notice the completed part of a concrete coating which increases the area of a concrete coating of the university taken on balance.
After the action in RO FGIU across Kiev from the university of 16.03.2018. The answer came it (is attached) that the contract with LLC Kyivfud-service nevertheless is signed though Bugrov 23.11.2017 assured the public of the return and showed the copy of the letter. 26.04.2018 already the question was asked other vice rector, namely Rozhko A.D. how in the territory of the university there was (there are no allowing documents) a concrete coating called then a real estate object, in defiance of the town-planning legislation is taken on balance and leased. It (is in reply applied) to us the letter of 21.05.2018 on how according to requirements of the current legislation the concrete coating was leased came and words from where it undertook and who is responsible for its emergence and completion.
05.06.2018 after tens of addresses and actions in DABK of Kiev began extraordinary check on given a concrete coating. As of 27.07.2018 check continues.( 05.06.2018 після десятків звернень та акцій в ДАБК м. Києва розпочали позачергову перевірку стосовно даного бетонного покриття. Станом на 27.07.2018 перевірка триває.)
25.07.2018 the meeting of representatives of the public, journalists of the All-Ukrainian magazine ''Corrupt official in Ukraine'" with the vice rector for administrative work Easy Sergey Vladimirovich took place. The last insisted on a meeting behind closed doors.
Issues concerning origin concrete - a covering and inaction were discussed from officials of the university, in particular Legkyi S.V. As a result agreed that the university will provide the written answer of rather responsible persons and steps on offense suppression. Though according to us year of inaction of rather illegal construction and establishment of an illegal fence in the territory of the university from the management of the specified higher education institution - it is already similar to a corruption component and there is an occasion to file the corresponding petitions to SAP and NABU.
